The Holy Ground Treaty Organization (聖域条約機構, Seiiki jōyakukikō, lit. "Sanctuary Treaty Organization") is an organization founded forty years before the series began and is an international governing body that regulates international treaties and laws, taking on a similar role as the United Nations in real life.

They govern the Holy Grounds treaty which protects the rights of Demons and Humans and monitor for any world ending disasters, intervening when they believe is necessary; as they did on Itogami Island during the War of Primogenitors.

Overview

An organization whose purpose is to maintain peace between humans and demons. It is made up of 12 representatives from member countries of the Holy Grounds Treaty, including the three Primogenitors. Resolutions are made by consensus at a round table called the "Garden of Whispers," but the three Primogenitors have the power to veto.

The Holy Ground Treaty Organization was an international agency administered by the Holy Ground Treaty allied nations, which included the Dominions. It held the right to take countermeasures against grave sorcerous menaces and possessed military strength for this purpose. But naturally, the Holy Ground Treaty Organization only dealt with large-scale sorcerous crimes on a grand international scale.The Holy Ground Treaty Organization is composed of signatories of that treaty. Their objective is to maintain peace between humankind and Demonkind, and so, bring about their peaceful coexistence. The Warlord’s Empire is one participant. Japan is another.

Leadership

The High Council comprises twelve representatives, three from permanent member nations and nine from nonpermanent member nations. They debate and determine HGTO policy. The High Council’s permanent members are the representatives of the three Dominions—in other words, the vampire primogenitors. These vampire primogenitors have been granted the right to veto matters before the Council.

The remaining nine members are voted on instead of possessing permanent seats.

Garden of Whispers

Using a single chair that looked like an old, metal-constructed chair that seemed like a torture device from the Middle Ages. The armrests had metal manacles attached, and the back of the chair was cramped full of creepy magical symbols carved into it. It is a sorcerous device that is also a gate through which one reaches the Garden of Whispers.

The Garden of Whispers was the meeting place for the High Council of the Holy Ground Treaty Organization.

Holy Grounds Treaty

The Holy Ground Treaty (聖域条約) was a peace treaty, the signing of which had brought the wars between humankind and Demonkind to an end. In exchange for recognizing that demons had rights identical to humans, Demonkind committed to observe international law. Had that treaty not been formed, the killing between humans and demons would no doubt be ongoing to the present day. Nor was it likely that the Demon Sanctuary of Itogami Island would even exist. Among its numerous clauses are the following:

1. Indiscriminate vampiric behavior is forbidden.
2. Slaughter of demons is forbidden.
3. Demons are granted the right to self-defense.
4. Regulations for Demon Sanctuaries are established.
5. The use of demonic biological tissue for military purposes is a violation of the Holy Grounds Treaty.
6. The Holy Grounds Treaty had granted homunculi the same rights as ordinary demons. Biological alteration for military purposes was beyond doubt a grave breach of the treaty that would be internationally condemned.

There are a few other details in this treaty that haven't been brought up much in the series.

The Holy Ground Treaty is a system backed by the martial might of its Three Pillars, the primogenitors.

The Holy Ground Treaty enshrined peaceful coexistence between humankind and Demonkind, but by no means had every nation ratified it. For various historical and religious reasons, or simple territorial disputes, many nations considered demons enemies even to the present day.

In the decades since the Primogenitors signed the Holy Ground Treaty, the Primogenitors have remained in a three-sided stalemate with one another. Constantly concerned about the other Primogenitors, they have had no strength to spare to make enemies of humanity.

Military

The Holy Ground Treaty Organization Military

The objective of the Holy Ground Treaty Organization is to maintain peace between humans and demons. It was granted the right to employ military force to eliminate obstacles to this objective. The armada belonging to the multinational military alliance originating from the Holy Ground Treaty, assembled from nations around the globe, was the mightiest military force in the world, there were a total of seven flying warships comprising the air fleet. The surface ship armada accompanying the Soufrière included destroyers and cruisers, fifteen in total. Furthermore, a pair of spiritual reactor–powered attack submarines had been assigned to support the fleet. It was an overabundance of military might, sufficient to wipe a small country off the map in a single night. Even for the Chaos Zone, it would be impossible to assemble such a vast fleet on its own. The same surely went for the Warlord’s Empire and the Fallen Dynasty. Fighting this fleet was tantamount to making the entire world your enemy. Certainly, there were none who could withstand its strength. Not even the World’s Mightiest Vampire.It was a great fleet able to conquer a small nation with ease.

Trivia

• On both military and economic fronts, the only chance of defying the Holy Grounds Treaty Organization military rested with MAR and its vast number of Beast Vassal Warheads.
