Library of Criminal Organization (ライブラリ・オブ・クリミナル・オーガニゼーション Raiburari Obu Kuriminaru Ōganizēshon), aka L.C.O. or the Library, A huge criminal organization made up of several thousand high-ranking mages and witches, with the sole purpose of collecting, sealing, classifying, and utilizing countless grimoires.

An international criminal organization. Commonly known as "Library." Initially, it was a group of magicians who collected and protected grimoires, but due to their policy of doing whatever they could to secure grimoires and the nature of grimoires that spread disaster, they gradually became more like a criminal organization. It took on a tinge. It has an organization of ten divisions (general information, philosophy, religion, society, language, science, technology, art, literature, and history), which is likened to the decimal classification system of libraries, and each of the nine independent divisions is divided into Sento, which is a general information system. It was supervised by Aya. There is little interaction between the departments, and they seem to have a sense of rivalry with each other.
The Library of Criminal Organizations—aka the LCO. They were a group of sorcerers with the objective of collecting and studying large quantities of forbidden grimoires said to spread calamity. For a time, they boasted tremendous influence around the world, but a betrayal by their leader, Aya Tokoyogi, had dealt a serious blow, leaving them weakened. Having already lost many of their most crucial members on Itogami Island, their kind surely came to see the land as abominable.[1]
History[]
Over the course of history, researchers beyond counting had lost control of their grimoires to be destroyed by them. In several cases, entire cities had been destroyed, contaminating tens of thousands of people’s souls. Many grimoires had thus been lost in the process. Despairing at the situation, a number of sorcerers and witches established LCO—the organization known as the Library. They assembled grimoires from every corner of the earth, strictly classifying them according to their uses and sealing them away. Then, they lent the grimoires out, but only to the selected few. They did this not for the development of magic, not to protect the peace of peoples the world over, but strictly to satisfy their own curiosity and avarice— The Library was an exceptionally arbitrary and self-righteous organization of sorcerous researchers, well suited to being a criminal organization from the moment of its inception.[2]
Around 10 years ago prior to the main storyline, the Library of Criminal Organizations lost the Black Bible from its secret vault to Aya Tokoyogi, where she used it and caused grave damage upon Itogami Island.

The Library of Criminal Organizations is composed of thousands of Witches and Mages that solely operates for Grimoires, collecting, classifying, and sealing or using them, as well as for their criminal activities.

The organization was several thousand members strong. They possessed a large number of powerful grimoires, to the point that they were often referred to as the Library. The Meyer Sisters were known as militants even by LCO standards.[2]
LCO sorcerers possess jeweled daggers, wands, and grimoires— all magical weapons possessing substantial power.[2]
They employed powerful miasma that corroded metal and a mind-control spell for causing indiscriminate panic. Each of the casters gripped old grimoires with thick, heavy binding.[2]
